The spider jumps the first metre and thus wins one minute. Then it makes its normal route and thus arrives +/-30minutes later and have 10sec to devour the fly. I'd be surprised if it's the solution :)

The spider had certainly made webs then it raised to the ceiling with one thread. There are still 23 metres to go as far as the fly, at one metre by minutes done 23 minutes. Thus the spider arrives before the fly wakes up.
The spider doesn't need any web to eat this fly!

The spider goes up to the ceiling then moves furthermore of 2/3 of 22 metres. From there, it retraces his steps of 1/3 of 22 metres by unwinding its thread then it jumps down and thanks to magnificent pendulum, it is going to burst on the fly and yum-yum!

The spider goes up to the the ceiling (8 m), cross the ceiling in length up to the end (22m), but instead of crossing the last one metre who remains by walking it goes down with her cobweb. We could think that the spider is faster with this method....
No, this spider does not have to hang to any thread...

A "certain" Pythagore theorized: AB2+BC2=AC2. In this riddle, AB represents the 7m of the bottom (8m-1m because the spider is in 1m of the ground), BC the 22m of the floor and AC is thus the hypotenuse of the triangle ABC. A hypotenuse re-presented virtually by a thread which the spider casts on the wall of opposite, next to the fly (but without waking it naturally, it's not a stupid spider!!!)
Thus 72+222=?2 => ?=23.0867927612304 We then have the distance as the crow flies of the spider to the fly, who is furthermore of 23m. If the same reasoning is applied to the thread, the spider will put a little more than 23 minutes to arrive at the fly. And thus, bye bye the fly!
You well know the theorem of Pytagore: congratulation! But our spider hasn't to use any thread...

The spider could settle on somebody (or on an animal) who passes near it and crosses the room and who probably crosses more than a metre per minute, what would allow it to reach the fly before its alarm clock.

The fly takes more than 10 seconds to calculate the time which the spider would put to come and fell asleep later while the spider left from its arrival.
