Here is the answer I suggest : 1112121211
and the explanation :

a line is made up of :

  1. Sum of final figures of the 2 upper lines
    I put the result as first figure (named departure)
  2. on the right of this figure , I put the number placed 2 lines above
  3. on the left of the departure figure I put all thhe lines above (except the one I put on the right)

Example with the third ligne to do 21

  1. 1+1 = 2 (sum of the ends of the 2 upper lines)
  2. On the right of 2 I put the 1 (come from 2 lines above)
  3. as there are no more lines after

Example with the forth line to do 1211

  1. 1+1 = 2 (sum of the terminal terms of the 2 lines above)
  2. on the right of 2 I put the 11 (come from 2 lines above)
  3. on the left i put 1 (3 lines above)

Example with the fift line to do 111221

  1. 1+1 = 2 (sum of the terminal terms of the 2 lines above)
  2. on tthe right of 2 I put the 21 (come from 2 lines above)
  3. on the left I put 11 (come from 3 lines above)
  4. on the left I put 1 (come from 4 lines above)
Nice algorithm, a little far-fetched, nevertheless is not this kind of answer...

There are odd numbers : 1, (1+2),5,9, so here is 11= 1112222
And the number 7 I swallowed it ? Is not that either...
